Stairs Small

How I can create stairs with a gradient of land?
I'm looking to put a small stairway (3 feet) of my garage at my door elevated to the house. Problem is, the floor of my garage tracks from the house a little (1 inch in height over three feet of the house wall) What is the more professional way of building stairs? Should the overall level of soil surface? Only fit the outside (bottom) Stringer / elevator or internal plane (top) bar. I would do it the best way possible, not the easiest way … thanks in advance!
A recently built pro a "ladder 3, maybe 4 steps. With 8" rise at every step, making 32 in total. "So the first step would be only 4" above soil. Take a little of the inner rail and outer shim.
