Pug Help with toilet training?

I have a pug that is 2 1 / 2 years and I just cannot seem to understand that he needs to pee outside. I've been trying to toilet train him since he was about 8 weeks old and nothing is working. I take it as I can, but he seems not to understand. He know that isn't supposed to urinate in the house, and when he does, he knows he is struggling. The dosnt know me who has to pee. I am a college student, and I am studying all the time, and can not see 24 / 7. Any tips or advice to be helpful.
