Where I can buy a lot of plain mini top hats?
I'm looking to make them as favors for a baby shower, so I wonder where I can buy 30 or smaller, in black hats. I make steampunk / burlesque, for what I want it absolutely clear that I may I decorate. I am having trouble finding a show where you can buy in lots or more Any suggestions??
