Can the sterilization of a dog in a very young age to the detriment of their physical growth?

One of my dogs I adopted a shelter dog when he was ten weeks old, and was one of the housing policy that all dogs had to be sterilized (or "neutralized") after approval. But now my dog – a red and tan Australian Kelpie – is more than a year old, and still is mistaken for a dog, that's nowhere near mature size of a Kelpie. Is this normal, or could be the result of early sterilization?
