Do you think that an underground electric fence is sure to keep their dogs in the yard?

Safety depends on the risks you face. If there are other animals in the neighborhood that could enter your property and cause problems, then the electric fence is irrelevant. If you have a dog of proper temperament and trained properly, the fence should not surprise the dog in order to be effective. The problem is that too often people just let their dogs out and expect the fence to do the job. If the dog is trained to the sound precedes the shock, then, the buzz should be enough for the dog to know where the border. But usually takes about 50 repititions before that a dog learns nothing, so good luck. Also, if the motivation to leave the property exeeds the fear of the crisis, then your dog'll be out of there. Someone could catch their dog and that is a function of the fence to be a kangaroo dogs.
