Dog Vibration

Has anyone had success with a dog collar vibration / shock training?
I have a 2 year old female rottie very hyperactive has a bad behavior with an obsession for chasing cars on the road the other side of the fence, and now my horse crazy sisters on the other side of the fence. It not respond to anyone when either distraction is there and can not approach it takes off and then back to the barking mad. I like to try a vibrating collar / Shock is remotely controlled to break fixation and make them listen, because nothing else has worked. Has anyone else used this in the formation of a hard train dogs? Are safe when used responsibly? I do not want to hurt her, but his behavior is going to get hurt if she leaves her and get in the pen horse horses of his kick. I refuse to use them. Try classical conditioning, operant conditioning and talk to a behaviorist. You can actually make performance worse if you're not careful. If things ill use a citronella spray collar. They work on the same principle, but do no harm to the dog.
