Dog Choke

Chain choker is an approriate way to control a dog?
I am currently looking to rehome my 18 month old Border Terrier, but I'm very conscious of finding a good home. One of the gentlemen who have been talking about it seems good enough, but he insists that the best way to control the dog is through the use of a choke chain. I personally do not agree with him, but that's just my opinion. What others think and vetinary no evidence one way or another. I appreciate all your answers but the question I have is whether or not on the basis of wanting to use a choke chain is this person a suitable owner.
Choke chains are not appropriate in my opinion. If used incorrectly, can damage the neck and throat. There are options much better, as a gentle leader to work more effectively. Choke chains are a completely outdated to train a dog. If you are insistent on its use, I would say not the adoption for him. If this stubborn and do not want to try something more humane for the animals to see how you will be on other things. I personally prefer to take people to be open to new suggestions and willing to follow the advice in the formation and control of their animals. Why a border terrier even need a choke chain?
